This consent letter, also known as a No Objection Certificate (NOC), should state that the owner has no objection to you using the space for business. There is no specific format required for this letter; it just needs to be a written document.
Who Needs to sign the consent letter?
The premises owner should sign a consent letter to confirm their approval. Sometimes, GST officers may request that this letter be on stamp paper and notarized. However, you can initially upload a regular consent letter without stamp paper. If a GST officer specifically requests it on stamp paper, you can arrange for that as needed.
For greater formality and to meet regulatory requirements, it’s preferable to upload a notarized NOC on stamp paper. This helps ensure the document is widely accepted and reduces potential issues
Other documents required with consent letter
The consent letter should be uploaded along with address proof of business like a Municipal Khata copy or an electricity bill.
How to upload the consent letter
Step 1: Visit the GST portal and go to ‘Services’ -> ‘Registration’ -> ‘New Registration’.
Step 2: While filling up the form, select ‘Consent’ under the nature of possession of premises if the place of business is a rented premise or the taxpayer uses the premises of a relative. The owner of the premises must sign the consent letter.
Step 3: The consent letter can be uploaded in PDF or JPEG format, but the file size cannot be more than 1 MB.

This is no objection certificate issued to obtain registration under GST.

Failure to submit a consent letter
If a taxpayer forgets to submit the consent letter and address proof when filing their GST registration application using Form GST REG-01, the GST officer may place the application on hold. In such cases, the taxpayer will be contacted via email or phone. Once notified, they will need to submit the consent letter to complete their application.
